Hilltop Complex Brings New Affordable Housing to Tulsa

Tulsa, Oklahoma has welcomed a new addition to its housing landscape with the opening of the Hilltop affordable housing complex. City officials cite this project as a key part of recent efforts to reduce the rate of homelessness in the area, marking the first decrease the city has seen in several years.

Focus on Supporting Residents Exiting Homelessness

The Hilltop complex stands out for its commitment to individuals transitioning out of homelessness. According to the Tulsa Housing Authority, 20 units at Hilltop have been set aside specifically for residents exiting homelessness. In addition to subsidized rent, these units provide wraparound services designed to help tenants on their path toward self-sufficiency and independence.

Subsidized and Workforce Housing Options

Of the 106 units that are now available for leasing, Hilltop offers a mix of subsidized and workforce housing options. Tenants in subsidized units are assured that their rent will not exceed 30 percent of their take-home income, making rental affordability a priority for the complex. For workforce units, rents range from approximately $985 per month for a one-bedroom to $1,350 per month for a three-bedroom unit, providing flexible options for Tulsans in need of affordable housing.

City and Federal Collaboration

The project is the result of a collaborative effort between the city, the Tulsa Housing Authority, and the U.S. Department of Housing and Urban Development (HUD). The Hilltop complex replaces a previously abandoned building, improving the neighborhood and providing quality, affordable apartments for Tulsa residents.

Safe Move Tulsa and Broader Housing Initiatives

Gene Bulmash, Senior Advisor of Housing at the Mayor’s Office, highlighted the Safe Move Tulsa program, which has housed about 800 individuals since its launch earlier this year, moving towards a goal of 1,300. This represents a significant municipal investment in tackling homelessness, a shift from previous reliance on service providers and faith communities.

Looking Ahead: Expansion and Construction

While the first two buildings at Hilltop are now open for leasing, ongoing construction will eventually bring the complex to six buildings in total. The current completion deadline for the full project is May 2027, with city officials anticipating that these efforts will continue to have a positive impact on housing stability and rental affordability for Tulsans.
